This project located at the Central Kitsap Treatment Plant in Poulso, WA included $33 million worth of upgrades that included new facility buildings, digester control building improvements, and fire protection design coordination. The existing ventilation system was replaced and the design includes aeration basins for nutrient removal, cogeneration, reclaimed water filters, and waste activated solids thickening. This project included reclaimed water feed pumps at the ultraviolet (UV) disinfection effluent channel. The existing activated sludge secondary treatment system has been expanded and modified to provide the total nitrogen removal required for reclaimed water production. Three existing blowers will be replaced with high-efficiency (high-speed) turbo blowers. This project furnishes the plant with an internal-combustion engine-generator that will use digester gas as the fuel source. This engine generator will generate electricity that would be either used throughout the plant or supplied to the local electrical power grid. The waste heat from the engine-generators will be used to heat the digesters and the treatment plant buildings. The solids thickening upgrade includes waste activated sludge (WAS) pumps, rotary drum thickener, polymer system, sludge storage, and sludge pumping for tank mixing and digester feed. The addition of the WAS thickening separates primary and WAS thickening operation to produce thicker sludge to the digester; in turn, this increases the digester effective capacity and delays a costly digester upgrade.
